the People's Republic of China has considered Taiwan to be its 23rd province even though it has never controlled any part of Taiwan. The Republic of China currently controls this province, which consists of Taiwan island and the Pescadores. The ROC also controls Kinmen (金門), which is a county of Fujian (福建) province; and the Mazu Islands (馬祖列島) -part of Lienchiang Province.

Hong Kong was a dependent territory of the United Kingdom from 1842 until the transfer of its sovereignty to the People's Republic of China in 1997. The Sino-British Joint Declaration and the Basic Law of Hong Kong stipulate that Hong Kong operate with a high degree of autonomy until at least 2047, fifty years after the transfer. Under the policy of "one country, two systems", the Central People's Government is responsible for the territory's defence and foreign affairs, while the Government of Hong Kong is responsible for its own legal system, police force, monetary system, customs policy, immigration policy, and delegates to international organisations and events.

In 1976, Lisbon redefined Macau as a "Chinese territory under Portuguese administration," and granted it a large measure of administrative, financial and economic autonomy. Portugal and China agreed in 1979 to regard Macau as "a Chinese territory under (temporary) Portuguese administration". Negotiations between the Chinese and Portuguese governments on the question of Macau started in June 1986. In 1987, an international treaty, known as the Sino-Portuguese Joint Declaration, was signed to make Macau a special administrative region of China. The Chinese government assumed sovereignty over Macau on December 20, 1999.
